This article is about questions dealing with working out principles of the estimation of the social investment results to the territories economy of the local level. The author offered the description of the base estimates indicators, also quantitative scales of the measuring each of the hand-picked investment indicators in the analyses diapason is defined by him. Also aspects of the identification time period in which is the research object is studed in this paper. A special authors attention is attended to the results scale, the estimate of the sociological element of the social investment and an analyse realization of the priorities national and regional projects in the social sphere of the municipal territories.

In the article strategy of the development agro-and-food productive complex, conceptual di-rections for activation of innovation activity in agro-industrial production, development of model for management of innovation activity in regional AIC are stated by an example of the Republic of Komi, in many ways it is typical for the other regions of the European North of the country.

The dynamic changes in inter-regional differences in the social development of the regions of the North are traced. The increased value of social differentiation of northern regions as compared to the total of 88 and 72 (without northern) regions of the Russian Federation and the process of their convergence was revealed on the basis of statistical characteristics. Four social types of the regions – highly-developed, developed, underdeveloped and problematic – were singled out by the method of the main components of the factorial analysis and hierarchical cluster Vord analysis. Each type needs development of goal-directed state regional policy aimed at smoothing and increasing of well-being of the population of northern regions.

In the article the historiographic (the analysis of state politics evolution) and the social sides of the state reforms in area of aboriginal small peoples of the North traditional facilities are considered. The peculiarities of the state attitude to ethnic northern communities and their traditional facilities at various historical stages of development of Russia are noted. The part of informal rules in preservation of a traditional way of life of these peoples is shown.

The current structure of the Russian oil sector resource base is such that the total cost of developing an oil fields is to an ever increasing degree influenced by investment needed for the construction of pipelines linking the field with the existing transmission lines. This paper studies (in a modeling aspect) the impact of pipeline cost on the choice of the oil field development scheme, in particular defining field development rates and field operating life, as well as the pipeline capacity.

The measures directed on increase of financial stability of the enterprises of small business are offered.

This article is devoted to the analyses of essential problems and tendencies in the development of the innovation activity in Yekaterinburg. The particular attention is paid to the leading role of small-scale innovative and active enterprises and infrastructure organizations (such as technoparks, innovative and technological centers).
