The article is devoted to the analysis and an estimation of the reasons of crisis of global currency-financial system. The mechanism of increasing of a supply and demand disbalance of dollar that leads to falling of an US dollar exchange rate. It leads to losing of accumulation of the investors which use dollar tools.. The conclusion about insufficiency of the anti-recessionary measures undertaken by monetary US authorities was substantiated that provokes increase and expansion of the crisis phenomena in economy on a global scale. The suggestions were formulated that are directed on avoidance of superfluous risks that are caused by self-damage of a dollar financial pyramid, on transformation of Russia into the independent financial centre.

In the article are considered institutional and economic problems of interaction of the government and business in realization of socially significant investment projects. The economic and organizational - legal parties of public-private partnership (PPP) are opened. The special attention is given to a role of PPP in system of social and economic development of territories. The risks arising during realization of large PPP-projects are determined. In the conclusion the basic problems and ways of development of partnership of the government and business are allocated.

Food safety may be interpreted as production systems attribute providing during different technological processes the security and the quality of food products. The key role in this is played by control systems over these processes. Any control system is based on the information data concerning efficiency and state of the system. This information is necessary for operative quality management and the frequency of hypothetic deviations may serve as a universal numeric indicator of the technological processes breakages. The basic elements of food security provision in the region are seen as the following: orientation on our own resources; agro industrial complex restructuring wits a due account of disproportions in its spheres; innovation changes in the production processes in view of competitiveness increase; nutrition improvement and health of the population.

The main sides of regional agroindustrial and agroeconomic systems and their competitiveness were considered. The factors of macro and mesoeconimic influence on the stability of this systems were analyzed.

Russia currently faces the time when the new institutions emerge and develop. Thus there is a scientific problem that focuses on the explanation of deviations from institutional planning’s expected results. A methodological approach to forecasting of the macroeconomic dynamics of regional development (of case the Republic of Komi) is presented in the article. The basis of forecast researches is the analysis and modeling dependences of the gross regional product production and distribution. Results of forecast calculations for a period until 2020 are given.

In article carried out the comparative analysis of two basic approaches to financing of municipal public health services in Russia: systems «from a bed turn» and systems «in the finished case». The description of work of these systems is resulted merits and demerits of each other on an example of two regions come to light: Omsk and Novosibirsk. Authors consider that financing of municipal public health services «in the finished case» has essential advantages over traditional for the majority of the Russian regions system «from a bed turn» as at this conjuncture the control is carried out not behind quality of treatment and optimization of expenses for it, and behind quantity of the fulfilled beds turn. However till now there is no mass transition of regions from one system to another (by the current moment completely financing «in the finished case» have passed only 5 cities of the Russian Federation), therefore in article considered reasons and consequences of domination of «out-of-date» schemes of financing of municipal public health services in Russia.

At comparison of two cities or areas of area the situation with migration will be more complex there, where above value of individual effect heat-sink in itself influence on a level of migratory mobility of all factors not taken into account in model. The offered model, is based on calculation of individual effects, allows to determine more effectively a place of each territory in the migration processes.

The basic methodological approaches to the creation and development of e-government of the region are presented in this article. The authors analyze the world experience of successful e-government and define the necessary conditions and stages of this process. The architecture of e-government and structure of informative-analytical portal, as well as main approaches to estimation of quantitative values of e-government projects’ implementation, worked out by the authors, are stated in this article. The descriptive analysis of e-government creation in the regions of Southern Federal District makes it possible to reveal the main problems restraining the development of this process in Southern Federal District.
