In clause the essence of methodology as bases of scientific research is considered. In a complex on the basis of modern theoretical paradigms from the methodological point of view scientific problems are investigated: economic growth; interactions in slozhnoorganizovannoj to system "nature-society-person"; steady development, including with reference to a microeconomic level. The technique of an estimation of ekologo-economic stability of territory on the basis of application of the integrated parameters describing, on the one hand, ecological stability of territory (described by parameters of density of accommodation of bioproduction and an index of stability ecosystem), on the other hand – economic stability (defined on the basis of parameters of density of consumption of power resources and excess of maximum permissible anthropogenesis loading) is resulted. The executed estimation of ekologo-economic stability of administrative areas of the Kurgan area, based on the technique stated above, has allowed to lead ranging of administrative areas of Kurgan area on a level of ekologo-economic stability and to make their typological grouping on the given parameter.

On the basis of indicative analysis method use, the dynamic processes of changes of energetic safety condition of federal districts and subjects of Russian Federation for last 5 years are investigated. The results of diagnosing safety levels for separate indicators, their blocks and the results of situation evaluation as a whole are discussed. The comparison of regions’ energetic safety condition is given, the causes of crisis situations appearance are discovered, and on this basis the suggestions for regions’ safety levels increasing are formulated.

Clause is devoted to an actual problem of decrease in negative consequences of technological development of key economic branches of the industry at a regional level. During social and economic transformations to Russia to the beginning of 90th years XX of a century there has been begun complex process of re-structuring of key economic branches of the industry, including technological, social and economic transformations. Creation of favorable conditions for development of small business allows for short time and at rather low expenses to smooth disproportions of social and economic development of territories arising at re-structuring. The article is dedicated to the problem of working-out the methodical theses "The scheme of development and disposal of productive forces of Hanty-mansijsky autonomous district – UGRA" for the perspective period till the year 2020. The necessity of its working-out is caused by the raw materials orientation of the district’s economy, which is simpliciter depending on the condition of mineral and raw material base of the region, already experiencing today the influence of global and national processes on oil and gas market. SWOT-analysis of district’s development and the scheme structure are presented. In world banking practice it is considered that it is better to solve the problem of one bank, rather than arouse the mass impressment of deposits, generating the effect of spreading the disease onto the other credit institutions. In our conditions the process of spreading was specifically reflected in flowing the financial resources of people out of the commercial banks into Sberbank, that shortened drawn resources of other banks, lowed their financial steadiness. The decision of this problem demands conducting aim-oriented policy on the safe-keeping of funds of individuals and organizations in all commercial banks. In other words, the system of deposits insurance is needed, which is based on the necessary participation of all banks and credit organizations, drawing money resources into deposits. But the legislation we have nowadays does not allow to provide in full measure the demanded guarantees to depositors, to form real mechanism of bank liquidity crisis and mass impressments of financial resources by the depositors prevention in case of negative economic market or bankruptcy.

Budget management is the unique technology, which can run liquidity and profitability by the system of budgets together. In this article the author describe the way of improvements in budgeting management by the sys-tem of BSC (Balanced Score Card). This tool gives a possibility to connect the system of budget management and the system of strategy management.

The article deals with the problems of establishing and managing insurance company’s finance. It contains the analysis of existing terminology and gives the authors’ definition of insurance company’s finance. It considers financial management features of this company and reveals assets and liabilies management problems as well as the problems of creating and using insurance reserves, improving reinsurance system effectiveness as the most important factors of providing and increasing the level of insurance financial stability.

Effective management of social-economic development of the region is impossible without well-organized system of monitoring of its territories at present time. The problem of choice of optimal monitoring instruments is getting the more actual. Assessment of competitive potential of municipal organizations in Sverdlovsk Oblast and its influence on social and economic policy of the territories is considered in the article on the basis of results of social-economic development in 2005.
