The problem of transregionalization of economy of Russia, consisting in the erosion of the borders of regional economy as a result of accruing processes of centralization of a business management in a limited number of the regional centers and filialization it on other economic space of the country, is considered become especially actual recently. On an example of an industrial complex of the Omsk region it’s shown that in conditions of transregionalization to preserve its independence and the further development there is more demanded a concept of the management focused on stability, as opposed to management focused on efficiency, which is the particular case of the latter.

Since 2001, the system of the public health of Russian Federation is effectively used tool of the statistical observation, founded on System account public healths, which allows to collect and analyze financial-economic information on all establishments of the system of the public health – a form 62 "Information about realization of the Program state warranty rendering to people of Russian Federation medicare". Information collected by means of given forms, is an important element for system financial-economic monitoring and forecasting of the needs for program and action, directed on reluctance to spreading HIV-infections. In this article given mathematical motivation existing dependencies of the volume of the financing the programs and action, directed on prevention of the spreading HIV-infections, and quality of the work on revealing the events HIV-infections in Russian Federation.

Unlike the contemporary economics' methods that deal with the inner effect (the effect that the learner gets from the education) or the macrolevel’s effect (the effect on the state's level), the authors of the article introduce innovative methods to estimate the economical efficiency of the personnel training investing and the investing payback period from the viewpoint of the organizations that finance the personnel training (the microlevel’s effect). It is based on the discounting conception. An additional point is that the methods take the higher and secondary professional education features into consideration, the organizations and educational institutions integration degrees, and allow estimating the economical efficiency of the specialist training investing at any time of the investment cycle according to actual and forward looking data. Also the article provides the methods' basic and specific features that take place when training expenses taken into account relating to different education levels and organizations and educational institutions integration degrees.

This article analyses some issues related to multifunctionality of agriculture and agri-food sector (AFS). It provides arguments that “multifunctionality of AFS” (MF AFS) can not be connected only to definitions of trade regimes under WTO regulation. It is underlined that MF AFS is the most important property and particular characteristic of agricultural sector. The author validates theoretic and methodological conception of MF AFS, proposes definitions for study of the issue, defines five basic functions, analyses their relations and interactions in real economy. In this article the author analyses several critical problems of modern AFS in Russia. There are some proposals how to use efficiently multifunctional nature of AFS amid growing world economic crisis and particular in the context of food crisis. The author describes the most important directions to study multifunctionality of regional AFS to create strategies for their development.

Peculiarities of land market formation and peculiarities of its function in modern (up-to-date) environment are covered in this article. The objective necessity of governmental regulation is shown. In authors opinion the economic regulation of land market is the most important part of the system. Economic regulation mechanism is realized in correlation with economic land evaluation. Cadastre evaluation that is applied today does not reflect the true land value, but it is used as a basis for the land rent rat estimation and the initial selling price. The alternative way of land resource evaluation that is offered in the article reflects the change of country economic situation more real and is able to influence objectively on the land relations regulation decision making process.

At the basis of the article is the analysis of the problematic situation, currently taking place in gas distribution. All essential aspects both in the work of gas distributing organizations and in governmental tariff policy are tackled in the article. The results of the Vologda region science and technical potential evaluation from 2003 to 2006 compared to other areas of the Northwest Federal district are presented in the article. Paper is devoted to organizing of emissions trading at resource capacity region economy as institutional innovation posses a great potential for technological modernization, sustainable economic growth and living standards increasing. It is argued that emissions trading could lead to essential effects at the resource capacity regions of Russian economy because there is a high level potential to reduce power capacity of the economy. Sverdlovsk oblast is a region with high level potential to reduce power capacity of the regional economy. Authors consider one of the Kyoto’ Protocol instrument to reduce emissions – Projects for Joint Performance – as a segment of global CO2 market where Russia could occupy a considerable share. It will allow to Russian regions with “harden” economic structure get resources to launch a process of technological modernization and improving of quality of environment. Exploring data of emissions greenhouse gases at Sverdlovsk oblast for 1990, 2000-2006 authors argue a necessity for organizing a regional emission trading via attracting projects for joint performance as an instrument to reduce emission.

The aim of this article is to summarize some financial management regulations which were developed in the process of implementing local self-government reforms in the RF financial and economic spheres. The author analyzes municipal budgets before reforms occurred and then during the implementation of those reforms. Changes regulations that brought the theory and methodology of the management of municipal finance served to eliminate the imbalance between announced objectives and obtained results in the final transition period of reform. The article concludes with suggested innovations that could improve the performance of local self-government budgetary processes and so benefit the RF population.

In the article it is presented a method of multipurpose estimation of scientific potential of the region, based on the model of recourse-institution-territorial composition of the components and the theory of fuzzy sets that permits to solve the problem of measurement of estimated parameters.
