SOCIOECONOMIC PROBLEMS OF THE REGIONS

Two principal directions of state regional policy adoption have been considered: «equalization» and support of the «engine» constituent entities. Drawbacks of the priority support policy of the most developed entities have been singled out. Recommendations have been formulated; following them will make it possible to eliminate the revealed drawbacks and to use the priority support of the «engine» constituent entities in the context of the state regional policy adoption as a top-priority. Foreign experience of adopting regional policy has been employed in the course of writing the paper (European Union, China, France).

The present paper covers the issues of designated purpose of the systems, which provide formation of the regional reserve of managerial personnel. The problem is given against a wide overview of the original roots and comprehensive study of the governance, business and personality interests in terms of development of regional professional management.

Author Miguel Torrejón-Velardiez,This article uses the Valencian Community (Spain) as a case study to analyse, in terms of GDP per person, the convergence of regions of intermediate development with the most advanced ones within the European Union. The obstacles hindering this convergence and the paths the convergence takes are shown not only in the context of a growing interdependence in the world economy but also of European integration. The study clearly demonstrates how convergence only comes about as a result of the creation of employment, while the gap in productivity is getting ever wider. The explanation fundamentally stems from the lack of convergence of the production structure with the more advanced activities which predominate in the most developed regions. With the arrival of the economic crisis from 2007, a reversal has occurred of the process of convergence that had taken place during the previous phase of expansion.

The mechanism of a leasing system of financing within the fixed capital of the economic entities of the Irkutsk region is described in detail in the given paper. Relationships between regional leasing companies with equipment suppliers are specified. The system of property risks and leasing operation financial risks is described.

The paper deals with the issue of financial sustainability of a regional economic system. Interpretation of the category of financial sustainability is given in its interrelation with economic stability. The paper also suggests a tool for quantitative assessment of financial sustainability of a region, which takes specific features regarding generation of basic parameters of regional financial state into consideration.

Author Lukyanova R. R.,The paper deals with the issues of human resource development regarding an innovation activity. Concepts of labor and human resources have been surveyed. An integral index for assessment of human resources for regional innovation activity has been developed and assessment of the Russian regions has been made on the basis of it. Development tendencies of modern human resources for innovation activity in Russia have been revealed.

Author Kalabina E. G.,Development processes of the singular local markets (both regional and internal) in the context of institutional establishment of the Russian labor market have been considered in the article. Description of identification signs of internal labor markets of organizations has been presented; an analysis of regional market determinants in the Sverdlovsk region has been carried out. Based on the dynamic model of labor demand and determination of cumulative cost for personnel, various patterns of behavior of internal labor markets of industrial companies of the Sverdlovsk region have been revealed.
NATURAL-RESOURCES POTENTIAL OF THE REGION

Interaction of the lithosphere and the biosphere with a view of socioeconomic activity by a human being has the most complete effect in the process of mineral resource utilization. It is typical of mining and metal production complexes (MMC) of the Ural, which are basic for the regional economy. A research methodology related to anthropogenic transformation of environment caused by MMCs, including techniques, principles of construction, forms, means and approaches to the scientific knowledge has been developed.

Author Mikhailov B. K.,The paper is devoted to geological exploration planning. The author assesses the current state of such planning, marks its internal inconsistency and inefficiency. The author proves the system of phased zoning as the basis for the targeted planning of mineral resource development, gives a characteristic of the selected geological and economic areas and mineral centers of economic development in Russia as a result of zoning. The author substantiates a proposition that concentration of the Federal budget and private investments within the centers of economic development contribute to achieving the goals in question.
ECOLOGICAL PROBLEMS OF REGION

Methods of eliciting priority ecological problems are analyzed in the article. The problem of air pollution is considered to be the foreground issue for both the Ural Federal District and Russia; that was due substantiated. An extended technique of setting priorities for air pollutants and techniques for integral ecological and social assessment of air pollution acuteness extent in the region have been offered; calculations for the Ural Federal District have been made according to the techniques mentioned.

The suggested assessment of rehabilitation measure efficiency is distinguished by the fact that integral risk interpretation is considered, which takes total radiation exposure and reduction of life standards caused by it into account. A rehabilitation measure structure in the context of radiation emergency is given. Classification of direct and mediated consequences of an emergency is given. Optimization of rehabilitation measures is carried out from the position of quality and security of life balancing. Corresponding expenses are compared to the cost of radiation exposure and its social equivalent damage. The role of an efficiency criterion is given to an integral damage minimum.
ECONOMIC SECURITY OF REGION

Special features of fly-by-night companies functioning on the territory of the Republic of Bashkortostan are being considered in the present article. For the purpose of development of recommendations referred to timely discovery of fly-by-night companies the authors conduct a research concerned with the activity of the companies recognized as fly-by-night companies according to the materials by the Administration of the Federal Tax Services of the Russian Federation in the Republic of Bashkortostan. Based on the analysis mentioned, a set of features according to which an organization can be attributed to the category of fly-by-night companies has been developed, as well as classification of fly-by-night companies operating on the territory of the Republic of Bashkortostan. A new and comprehensive definition of a fly-by-night company has been given. The paper contains an original approach to preventive detection of fly-by-night companies in the context of an in-office audit conducted by tax authorities based on the model developed by the authors regarding multiple regression of probability estimate of whether the organization inspected belongs to the category of fly-by-night companies or not.

An integral assessment technique with regard to regional commodity market condition is discussed in the present paper. The given technique allows us to take the most substantial aspects of commodity market functioning into thorough consideration, namely, nonequilibrium market state effects, potential prospects of development and comparative advantages in terms of specific item production.

Necessity and timeliness of regional agrarian-industrial cluster generation has been substantiated in the present paper. A program algorithm concerned with regional agrarian-industrial cluster generation has been developed. Possible results of the given programme implementation have been demonstrated.

Author Voshev A. S.,Conditions for production activity vary considerably from region to region, from area to area, from settlement to settlement. In this connection, investors are challenged to choose an optimum site for a new enterprise. To make the decision, investors follow such references as: investment potential and risk level; their interrelation determines investment appeal of a country, region, area, city or rural settlement. At present Russia faces a problem of «black boxes» represented by a lot of rural settlements. No effective and suitable techniques of quantitative estimation of investment potential, rural settlement risks and systems to make the given information accessible for potential investors exist until now.
MODERN TOOLS OF ANALYSIS AND MANAGEMENT OF ECONOMIC PROCESSES

At present contradictions are being intensified and difficulties arise due to insufficiently profound scientific study of the major issues concerned with economic development of Russia. First of all, this is referred to the issues of conceptual and methodological approaches to formation of economic relations in regional power systems in order to stabilize the parameters of the energy market, to reduce risks, to increase efficiency and competitive ability of power-producing companies in the context of the transformational economy. The authors note the fact that a challenging situation has occurred in the regional power systems of Russia in terms of generation of optimal electricity rates. A number of possible solutions to the problem of electric energy loss, optimization of fuel and energy balance throughout the processing line «producers-transmitters-energy consumers» and building up a system of rate-making in the regional energy sector on this basis has been offered.

Author Payson D. B.,The paper discusses the features of regional pilot projects considered as a promising institution of development of a national system of space activity result implementation. The present situation with planning and implementation of regional projects referred to the applied lines of space facility employment is briefly discussed. Methodological basics of pilot design are considered and a criterion system for the regional pilot project efficiency estimation including representation and reproduction criteria in particular has been suggested.

The paper describes preconditions for interregional energy production cooperation between the Republic of Komi, the North-Western and the Ural Federal Districts, based on an analysis of the resource base, production dynamics, processing of fuel and energy resources and transportation of oil and gas. Types of energy production cooperation specific for the regions in question have been identified; these types represent an essence for establishment of a large macro-region within the framework of the territories in question. A prospect of their extension is demonstrated.

Modern concepts of an estimation of interaction of the state and business are considered. The conclusion is drawn on perspectivity of development of the infrastructural approach. The basic threats to development of a market infrastructure of the Russian economy are revealed. Direction of neutralization of these threats are offered.

The present article is to define an «information asymmetry» term depending on the information type; to prove incapability of the existing signs of smoothing of information asymmetry effects; and to substantiate an urgent need for generation of an information and economic mechanism aimed at formation of competitive environment on the trade market on the basis of information asymmetry level management.

Author Kookuyeva V. V.,Basic issues regarding financial provision of the local government including the town of Elista are discussed in the given paper; it is noticed that the major part of the local budgets subsidized. Thus, specific weight of the financial aid in the structure of the budget revenue of Elista amounts to 45–60%. Social significance of local budgets is emphasized, which is proved by the structure of expenditures. The total expenditures for education, public health services, social policy and municipal services take 90% of the total sum of expenses. On the whole, unsatisfactory financial condition of the local finance system proves necessity to upgrade the system of interbudgetary relations and financial municipal base consolidation.

The classical problem of product supply and demand, which was first defined by À. Marshall, is reduced to Lorentz model in a nonlinear statement and it describes sustainable circular processes of commodity market, including price range increment in the context of crisis forthcoming (inflation); destabilization due to nonmanufacturing costs; the main stages of crisis development, including a stage of chaotic behavior of residence time at each attractor (equilibrium point); possibility of surmounting the crisis by means of modification of certain parameters. The given approach is used for the purpose of construction of a qualitative model of commodity price readjustment during precrisis and crisis periods, and finding reliable prognostication time.
