At present contradictions are being intensified and difficulties arise due to insufficiently profound scientific study of the major issues concerned with economic development of Russia. First of all, this is referred to the issues of conceptual and methodological approaches to formation of economic relations in regional power systems in order to stabilize the parameters of the energy market, to reduce risks, to increase efficiency and competitive ability of power-producing companies in the context of the transformational economy. The authors note the fact that a challenging situation has occurred in the regional power systems of Russia in terms of generation of optimal electricity rates. A number of possible solutions to the problem of electric energy loss, optimization of fuel and energy balance throughout the processing line «producers-transmitters-energy consumers» and building up a system of rate-making in the regional energy sector on this basis has been offered.

This paper reviews the status and features of the development of key sectors of mechanical engineering in the Republic of Udmurtia in an increasingly competitive and globalized economy. The dynamics of a number of key indicators of financial and economic activity has been analyzed. Basing on the analysis, negative trends indicating a weakening of the industrial enterprises in the region and established before the global financial crisis and the factors strengthening efforts of its negative impact have been revealed. These changes require from the management of the enterprises active action for strategic restructuring aimed at obtaining extra competitive advantages and ensuring further development. As a mechanism to overcome these phenomena, the use of a model based on the formation of integrated corporate structures of holding type, with additional benefits in today's global competition in the markets of industrial products and the forthcoming accession of Russia to the WTO has been suggested, allowing post-crisis development of the innovative scenario. As a result of the analysis of the dynamics and parameters of the structuring of the industry's key assets revealed that these transformations are carried out with participation of both big business and the state acting in this process in the name of state corporations.

This paper assesses trends in the development of agricultural enterprises in the XXI century and marks the reasons for the low efficiency of partnerships. The features of integration stages of agricultural producers and processing enterprises are reviewed. Signs which may classify the integration are proposed. A conclusion about the need for a new conception of the organizational structure of the cultivated mushrooms market is made. The basic idea behind the concept could be the creation in the cultivated mushrooms market of a variety of organizational integrated structures, which would maintain competitive environment. The development of integration processes in the direction of economic recovery in agriculture will reduce the investment risks in the mushroom growing, the functions of cultivated mushrooms market will be accumulated in a single integrated structure. In conclusion, a number of conceptual provisions that must be considered in the strategy of diversification for mushroom growing companies of intersectoral agroeconomic integration are highlighted.

This paper reviews the definition of the notions “stability” and “stable development”, and analyzes the factors influencing the development stability. We suggest the definition of the flax complex stable development and its assessment. We also examine the factors causing the flax complex functioning instability. An integral index was proposed to determine the stability of flax complex; this index takes into account the rate of growth (or decline) of major products manufacturing, commodities, profits from product sales, accounts receivable and accounts payable, investments into fixed capital, labor productivity, coefficient of manufacturing capacity utilization and updating of the basic funds. The paper deals with the problems of its development and modern state of flax sub-complex of agroindustrial complex, as well as with the matters of disproportions between the complex’s branches. It covers the causes of tolling schemes of flax processing businesses work and the role of the state in native market of flax products formation. The necessity of industry diversification and innovation development is substantiated.

The program on the modernization of the national economy is impossible without an active innovative policy. The subject matter of the research in the article is the economy of agricultural organizations. Methodological aspect of research is the optimizing methods as the leading idea of the effective innovation policy. The continuous economic increase in the agricultural production is required for the development of investment and innovation-based component of the Russian Federation economy and competition in the conditions of WTO accession. Scientific and technical potential is a basis of investment and innovation-based economy and strategically renewable Russian Federation resource. New equipment and new technologies have the future. The intensification of all processes connected to innovation policy assumes development and implementation of the state investment and innovation policy both on federal and regional levels, applications of modern methods of a program goals management, development of strategy of innovative development of territories are necessary. The developed technique can successfully be applied in the agricultural organizations of the country, and after the corresponding completion — at any enterprise. The developed scientific and methodological knowledge allows to estimate objectively the level of technical capacity of an enterprise and, respectively, its maturity for investments without risk of non-return of means.

The article describes the features of competitive potential of regional machine-building complex in a globalized world economy. The purpose of the research is the development of theoretically reasonable economic basis of the machine-building complex considering the features of business in the conditions of the WTO. In the work, the hypothesis of a special role of the external economic factors locates in development of the enterprises of regional industrial complexes. The study of the theoretical provisions defining the development of the region revealed the factors determining influence of the international trade agreements on spatial localization of the industry. The main attention is paid to an analytical assessment of the current state and the trends, which have developed in the period of post-crisis economic recovery. Analysis of the main indicators of attractiveness has revealed the weak position of local industrial enterprises in the WTO. The directions of strengthening of the competitive capacity of the local industrial enterprises are defined. The obtained results allow us to increase the sustainability of the industry by means of effective management mechanism improvements and to create favorable operating conditions of a machine-building complex of the region.
