The article is dedicated to theoretical-methodological issues of regional economy competitiveness investigation. Economic essence of regional competitiveness is analyzed, its definition is given. The factors that determine relations of competition on medium and macrolevels are proved. The basic differences between world-economical and inter-regional communications are formulated. The specific features of globalization processes as form of competitive struggle are considered.

This article opens the cycle of authors’ publications on the questions of theoretical approaches and representations of systems’ economics development. Digression of origin and development of social-economical formations is given. The attempt to consider the transformation of systems’ economics with the consideration of latent dynamic characteristics, to reveal the laws of structural-genetic and functional attribute of changing economy forming was made. Also it is offered to consider the models of systems’ economics transformation and their influence on territorial economic safety of different level.

The problem of leveling of the economic development of territories has become more important on the inter-regional level as well as in the region, in Sverdlovsk Oblast, in particular. The article considers the following procedures of evaluation of municipalities’ development that are used in the Sverdlovsk Oblast: the procedure of rating evaluation of municipalities concerning their level of economic potential and dynamics of development; the procedure of evaluation of municipalities’ competitive capacity and the procedure of evaluation of the level of life of the population which the Oblast is trying to use at present. Besides, the article discusses in details instruments used in leveling of municipalities’ development while performing the reform of local government in the Russian Federation.

The Republic of Bashkortostan is a well-developed agricultural and industrial region of the country, significant scientific and cultural centre of Russian Federation. Large economic complex of the Republic includes diversified industry and agriculture. During the years of transformations Bashkortostan was keeping its agricultural industry and scientific-technical potential, social-economical and political stability, it brings the worthy contribution in the development of Russian Federation.

The focus of the paper is on the regulation of social and labor relations peculiar to the current economic situation in Russia. The author substantiates the need for regulation of social and labor relations, identifies and characterizes different levels of regulatory activities involving development of the appropriate regulatory procedures forming the basis for regulating these relations (legislation, agreements, labor condition statutes, etc.), and, also, defines the goals of the regulation. The paper presents analyses of social partnership system as a key approach to the regulation of social and labor relations. The issues of regulation of social and labor relations are discussed at the federal, regional, municipal and local levels.

In clause value of an oil-and-gas complex for a national economy and its regions is considered. The condition of the market of mineral oil UrFO is analysed and the share of the market of mineral oil of Kurgan area is revealed in it. The role of the regional market of mineral oil of Kurgan area for development of social and economic system dotatsioning region is considered. Regional strategy of steady competitive development of the market of mineral oil on the basis of knowledge by means of perfection of methodological approaches to organizational-economic re-structuring the market of mineral oil and formations of the complex mechanism of management by reorganization of the market of mineral oil in region is developed.

Formation of conditions of transition to steady development of the credit organizations assumes presence of scientific toolkit which should have methodological character and represent a set of scientific receptions, methods and principles of research to which definition given clause is devoted. The executed research has shown, that the logic and the scheme of the scientific analysis of processes of maintenance with bank service of economic system of region and formation of conditions of steady development of regional bank system should: to be based on statistical methods with use of system of national accounts in addition with the SWOT-analysis of bank system; formation of conditions of transition to steady development to be spent in a complex and comprehensively; management of process of transition to steady development of bank system should be carried out at active state participation within the limits of creation socially focused according to plan-market economy. At the given approach formation of conditions of transition of regional bank system on steady development, in our opinion, becomes possible.

The condition of Sverdlovsk area alcohol market is considered in the article. The causes and conditions promoting this sphere in shadow turnover are analyzed. The evaluation of the volume of taxable base, which is in shadow turnover, is given, and the measures, which should lead to the real positive changes in the sphere of alcohol production manufacturing and turnover, are suggested.

The essence and system of competences’ distribution in municipal formation is considered in the article. The results of administrative reform and reform of local self-management in the sphere of differentiation of powers between federal bodies, state power bodies of subjects of Russian Federation and local self-management bodies are analyzed. The main tendencies in the development of system of competences’ distribution are revealed. The recommendations for increasing of effectiveness of competences’ distribution in municipal formation are suggested.
