Forming of new economic base of state building in Russia, appearance of new economic problems and new conditions of their solution – all this demands changes in state regional policy and system of its realization in the scale of the country as a whole and also country's regions. The necessary conditions for state regional policy effectiveness increasing in Russia are the development of the country's territorial development strategy as a main part of the state's social-economical development strategy. In turn, this strategy should be a synthesis of Russia macroregions development strategy on the base of federal districts development strategy. Here the "pioneer" is the Siberian federal district, where on behalf of the President of Russian Federation was developed Siberia economical development strategy, approved by the decision of Russian Federation Government. This strategies, in turn, should be coordinated with middle-term and long-term programmes of Federation subjects and most important cities development.

The article is dedicated to the questions of institutional relations forming on the regional level. The essence and mechanism of accomplishment, and also the peculiarities of regional institutions building up are considered. The main functions of regional institutional system are analyzed, the methods of institutional relations regulation according to the purposeful installations of economy agents are determined.

The strong correlation between life expectancy of the population and the level of social-economical development is illustrated in the article. The indexes of the priority of services (the indexes of preference ), with the help of which it is relatively easy to define the optimal investment directions in the system of health care, are worked out with the use of economic-mathematical modeling.

The factors of direct foreign investments involvement into Russian regions are analyzed, and the classification of groups of factors forming regional comparable advantages in the process of direct foreign investments involvement is worked out in the article: economical indicators, the level of physical infrastructure development, the level of regional institutional development, regional economic policy, regional openness for the external economic relations, geographical peculiarities of the region. Ranging of factors of direct foreign investments involvement is conducted on the base of econometrical research, the recommendations for working out of economic policy on the foreign capital income to the Russian economy stimulation are given in the article.

The basis of research was made with materials of detailed interviews on problems of corporate management with top-managers of the companies in the period of 2002 and 2004 years. Dominating models of the control over the Ural corporations and their influence on use of mechanisms of corporate management are revealed. Changes, which are undergone with corporate management in the integrated structures are shown. The special attention is given to a problem of managers activity monitoring.

The review of a modern condition of empirical researches on problems of direct foreign investments (DFI) in transition economy of the Central and the East Europe is given ion the article. The author allocates two stages of researches: unlike the first stage (1991 − 1995), on the second (1996 − present time) alongside with traditional questions on motives and barriers for DFI attention of researchers involve problems of allocation of major factors (determinants) of DFI, positive and normative effects from foreign investments for accepting economy. Moreover, standard econometrical methods of the analysis are given, and the checking of theoretical hypotheses from the theory of direct foreign investments acts as an object of research.
