The article is dedicated to the questions of institutional relations forming on the regional level. The essence and mechanism of accomplishment, and also the peculiarities of regional institutions building up are considered. The main functions of regional institutional system are analyzed, the methods of institutional relations regulation according to the purposeful installations of economy agents are determined.
