#3 / 2016 Category: REGIONAL INNOVATIVE CAPACITYThe purpose of the study is the substantiation of the necessity to implement the policy of neo-industrialization in Russia as a tool for overcoming the consequences of the global crisis. The hypothesis of the study consists in the assumption that the increase of Russian regions’ competitiveness during the crisis is impossible without the transformation of regional innovation priorities with the account of the modern trends in science and technology development as well as the production needs in modernization and import substitution, rapid formation of the high-tech sector. The authors suggest that one of the main reasons for modern structural crisis in the Russian Federation is ignoring of the determined impact of the level of innovative-technological development on the status of regional socio-economic systems and the country as a whole. During the test of the hypothesis, on the basis of the analysis of official statistics, there are revealed a number of negative trends that hinder overcoming the crisis by the accelerated development of modern technological waves in Russia. They are the staff reduction in the Russian science and deterioration of its quality; the increasing gap between the financial support of the scientific research in the Russian Federation and in the developed countries; the reduction of the possibility for the development of innovative business; producers’ disincentive in the innovative activities. The authors substantiate the necessity to strengthen the state innovative policy for the improvement of the socio-economic situation in the Russian Federation. The research proposes the methodological approach to the selection of the priorities for the innovative support of the economic development of the Russian regions based on a comprehensive consideration of the status and problems of the development of scientific and innovative capacity, business environment of the region, as well as its ability to create the innovative production. The calculations to assess the possibility to form the innovative activity’s centres of different types in the Russian regions are made. These centres should be aimed at increasing the share of high-tech enterprises focused on the creation of innovations to solve the current problems for Russia such as import substitution and neo-industrialization of the economy. The article is addressed to the professionals in the field of theory and practice of the management of innovative processes.

#1 / 2017 Category: INNOVATIVE CAPACITY OF A REGIONThe article gives a comparative analysis of the innovation and technological development in Russia and foreign countries. The paper shows that in the innovation sector, Russia lags behind most of the developed and developing countries: Russia has almost left the market of high technologies; main costs for innovations are implemented in the sectors of low and medium technology industries. Self-sufficiency of Russian economy for a number of the major types of production equipment is significantly below than the threshold marks determined by the requirements of national security. The article demonstrated the differentiation in the innovative development of the Russian regions. The study of the Russian innovation space has shown that in the periphery, there are sufficiently intense processes of the attenuation of science, which creates serious problems for the growth of innovative impulses across the country. The authors present the methodology for integrated assessment of regional innovative security. The appropriate calculations for regions of the Ural Federal District are performed. The article identifies the most critical factors for innovative sustainability of these regions. The authors have made a forecast as well as built the projected trajectories of the innovative security level of the Ural Federal District using the modernized method of Hurst. We have formulated the main barriers to the innovative development of the Russian regions. The article presents the methodological approaches to the substantiation of the priorities for the formation of the innovative system of regions including the specific features of their science and industry. The authors propose the methodology for the formal evaluation of the creation of a regional innovation activity centers aimed at supporting the competitiveness of the enterprises of different technological level. The paper presents calculation results for the priority of the formation of the centers of innovation activity aimed at supporting the development of industries of different technological level on the example of the regions of the Ural Federal District which is one of the leading Russian regions in the innovative and productive potentials.

#4 / 2017 Category: ECONOMIC SECURITY OF REGIONThis article studies the development of innovative component for the region’s economic security. The hypothesis of the study is that in the context of globalization and development of network society, innovation is becoming one of the key elements ensuring the economic security of a region. We considered the relationship between the concepts of sustainable development and economic security. The authors show that currently, the economic security of the country directly depends on its place within the innovation chain. We substantiate that Russian Federation and its regions need to shift to the innovation development based on strengthening its own sources for long-term growth. The paper considers the basic theoretical and methodological problems in the formation of innovation component of the Russian regions’ economic security. We reveal the major essence and elements of the innovative component of the sustainable economic development of the region. The authors show that the formation of the innovative component of the region’s economic security demands the correlation of the strategy of regional innovation development and the production and technological type of territory. Additionally, this strategy should correlate with the desirable ways of production type transformation in the future, considering the trends of the world economy. We have highlighted the production and technological types of Russian regions as well as identified the features of relevant regional components for the innovation system of the Russian Federation to ensure sustainable development. The study defines the priority directions and goals for the development of economic security innovative component in the Russian regions. The authors’ calculations allowed to select a group of territorial subjects of the Russian Federation, which appear to be the most promising for the development of innovative activities for the elaboration of export-oriented high-tech industries. The results of this research can be used to improve the management of innovation activity and ensure the economic security of the Russian regions.

#3 / 2018 Category: INNOVATIVE CAPACITY OF A REGIONThis article discusses the problems of ensuring the innovative security of regional development in a digital society. The hypothesis of the study is to suggest that the emergence of digital technical and economic paradigm is accompanied by innovative regional development risks and introduces significant changes in the ideology and mechanisms of the territorial innovative security. We have assessed the level of the development of the digital economy and innovation in Russia using the comparative analysis. We have developed a methodological approach based on rating. The approach allows assessing the level of favourable conditions in the regions of Russia for the formation and development of the high-tech sector of the economy. We have suggested the definition of innovative security, which is formulated in accordance with modern views on how to achieve the sustainable development of territories and maintain their competitiveness in the new reality. We have revealed the impact of specific factors of the digital economy on the global and regional innovative processes. The research reveals basic problems and justifies the most promising options for Russia to build the strategy of innovative security. The paper shows that, in the Russian Federation, the absolute priority for innovation security is the development of innovation ecosystem, which would be adequate to the challenges of digital society. This innovation ecosystem should be capable to achieve acceptable (considering the competition in global markets) parameters for the development of science, the high-tech manufacturing sector, and higher education. We have proved that the establishment of the innovation ecosystem of the country is strategically important to start with the regions, holding leading positions on science development, innovative capacity and high-tech industries. Calculations are made using official statistics and allow to define with reasonable objectivity spatial priorities for the innovative security strategy of the country. We have formulated the directions for improving public policies as a mandatory condition for increasing the innovative security of regional development. The results of this research can be used to elaborate a strategy of innovative development as well as to address practical issues of managing innovation processes of the territories and to enhance the sustainability of regional development.

#4 / 2019 Category: INNOVATIVE CAPACITY OF A REGIONWe consider differentiation of innovative development strategy as a condition for successful regional development. The relevance of the differentiation of regional innovation strategies is determined by inefficiency of the current strategies. This inefficiency manifest s itself in the unificati on of region al policies, isolation of innovative development from the territories’ socio-economic potential, deformation of mechanism regulating industrial proportions of the country’s economy, in particular, imbalances in favour of supporting resource-based industries. The study aims to develop methodological approaches to the establishment of effective innovative strategies for different types of regions considering their relevant socio-economic needs and existing scientific, technological, productive and human capacities. Based on the analysis of Russian and international experience, we have proven that such factors as region’s research and production specialisation, its position in the “centreperiphery” system, and the existence and the structure of demand for innovation greatly influence the success of innovative strategies. Due to a high differentiation of the Russian regions for production specialisation, we paid special attention to the impact of the territory’s production and technology type on the choice of optimal paths for establishing an innovation system. We identified and substantiated the main elements of the innovative strategy in relation to the Russian regions with a large concentration of high-tech industries (mission, key elements of the innovative system, priority areas of the State support, expected results). We have formulated the specific characteristics of the author’s method of selecting priorities for region’s innovative development. It is based on the assessment and comparison of the development levels of scientific, technological and innovative capacities of the Russian regions and their production and technology type, taking into account the spatial differentiation of various types of industries. The article is addressed to professionals in the sphere of the theory and practice of managing region’s innovative development.
