Becoming region as subject of development and formation of the strategic purposes is proved. The concept of the regional strategic purposes is developed idecisive. Hierarchical and coalition mechanisms of formation of the regional purposes are used. Techniques of a choice and an estimation of the purposes, modelling of economic growth and competitiveness of region are developed.
