ACCESSIBLE HABITATION FOR YOUNG SCIENTISTS

In this paper the brief historical review of development of a housing problematics in Russia in the Soviet and post-Soviet years is given. Practical experience of application lowpaymenty mechanisms in the decision of a problem of maintenance is stated by habitation of young scientists of the Russian Academy of sciences. Necessity of state regulation of the market of habitation, use of a principle lowpaymenty proves by development of national housing programmes.
