The questions under consideration are connected to the selection and systematization of the factors that influence the stability of the development of a regional monotechnic system. The recommendations are represented to widen actual classifications with the groups of administrative factors characterizing the territorial administrative level. The factors have been selected to take into account while developing the strategy of the stable development in monotechnic territorial system. The suggestions are made to form the rehabilitation mechanism for depressive monotechnic primary resources territories on the ground of the rational combination of methods of economic, institutional, managerial, technological and other support, as well as by means of providing stimulation of maximum independent activity of local commercial subjects.

The condition formed by a technical reaction is inherent in the technical system or industrial object, including mining industry, and can be produced in the form of penetrating reaction of springs in extreme situations (fires, mountain impacts, etc.) on a human, industrial objects and the environment as it appears. For an adequate reaction on extreme situations in the mining industry we brought in the needed certainty in the structure and the quantity of danger with the appearance of catastrophes formed by a technical reaction, brought out to be more destructive and often appearing in the mining industry complex of accidents and catastrophes.

The article deals with the formation of a region-level system of management for foreign economic relations in the Republic of Belarus. It emphasizes the importance of socially oriented foreign economic efforts for regional development. The article notes shortcomings in the current regulations that limit involvement of local authorities in efforts to encourage regions' integration into the world economy. It substantiates fundamental approaches to the formation of a mechanism for managing international economic relations at a regional level and suggests methods based on specific features of a managed region. The author stresses the need for institutional support of a region's efforts to establish and consolidate international economic ties. The work examines the problem of legal guaranteeing state power financial bodies system functioning in Russia. There is offered the theory of indirect state power legal relations. The application of this theory can facilitate the formation of national system of financial organs as a complete structure which provides the effective enforcement of single state financial policy maintaining the necessary level of state power financial bodies independence from different branches of power. There is considered the financial system functioning through administrative legal status of state power financial bodies as subjects of legal relations and as the legal means providing management of this system taking into consideration one of the most important financial system tasks, i.e., transformations of free financial resources into investment capital.
