#1 / 2011 Category: INTEGRATION PROCESSES IN SOCIO-ECONOMIC SYSTEMSGeneral problems of socio-economic development of Russia and Mongolia, due to raw material orientation of their economies: inadequate development of social infrastructure, dependence on price fluctuations in world commodity markets etc., are reviewed in this paper. The recommendations to address these problems by means of international economic integration of these countries at three levels - global, regional and transboundary (interregional) - are given. In particular, participation of Mongolia in the Shanghai Cooperation Organization is discussed. Special attention is paid to the model of interregional partnership as a primary level of cooperation. The mechanism of this economic partnership is based on the principles of joint activities between business and government, federal and regional authorities and economic entities of both countries. Instruments of implementation of these principles are proposed, namely - creation of special institutions and preferential treatment. Finally, a specific example of interregional cooperation between Russia and Mongolia is extensively studied.

#1 / 2012 Category: OPINIONS AND ASSESSMENTSIn this paper, the necessity of applying innovative model of developing mineral resources base of Russia’s regions and relevance of cluster approach for forming this model are proved. Components of process of clustering in the case of innovative developing mineral raw complex are proposed and analyzed: consolidation of socioeconomic potential of region, consolidation of potential of different branches of people’s activities, consolidation of processes of primary (wining) sector in the single chain. In particular, the first component implies concentration of population in certain centers of gravitation. The second component implies consolidation of education, fundamental as well as applying science and production. The creating of administrative nets is necessary for that. For the realization of the first and the second components, the availability of clustering organization is necessary. The third component of process of clustering implies in prospect the adding of increasing amount of stages of product manufacturing. Eventually, the multi-stage structure of innovative process is analyzed.

#3 / 2014 Category: SOCIO-ECONOMIC PROBLEMS OF REGIONSThe hypothesis about new type’s integration processes in the world economy is made, the essence and distinctive peculiarities of these processes are determined. By the proposed groups of parameters, the comparative analysis of international economic integration (IEI) within traditional integration processes (EU, NAFTA) and those of new type (SCO, BRIC(S)) is carried out. The technique of estimation of influence of international economic integration on development of a country’s region is worked out, and the estimation of influence of international economic integration on socio-economic development of Sverdlovsk region is carried out.The movement of goods, services and factors of production (capital, work force) between the region and the integration associations of traditional type and the groups of countries arisen in terms of forming integration processes of new type is analyzed. It is shown that the one of the tendencies in development of international economic integration of Sverdlovsk region during the last 12 years has been the increasing role and importance of new integration groups of countries. It is revealed that the purposeful account of this tendency can provide quantitative and qualitative shifts in external trade, foreign investments and labor migration of the region, related on the change of direction of flows: from the receivers of high-technological goods, capital, specialists from developed countries — to the supplier of manufactured goods, investments and high-qualified work force into countries of SCO and BIRC(S), what is one of the factors of providing economic safety of the region.

#1 / 2015 Category: REGIONAL SOCIAL AND ECONOMIC PROBLEMSRussia and Germany are traditionally reputed as countries with socially oriented economies. Namely, these countries are also close by the index of the share of real sector of economy at GDP. And however, Germany is a founder of social market household largely defined its leadership in world economy, in current conditions of crisis of “the state of general welfare” the search of a new model of development for Germany is also important as for Russia stood on the way of modernization and neo-industrialization. In the article, the hypothesis about forming of the new model of development uniting the social orientation of economy, processes of neoindustrialization, and globalization is made. At the same time, the social orientation is the main aim of socio-economic development, neo-industrialization is a way to achieve it, and globalization is a criterion presupposing more effective use of resources. Theoretical backgrounds of development of “social state” are generalized in the works of German and Russian classics put the backgrounds of economic humanism, it has allowed to prove the fatality of modernization process without considering of deep mental backgrounds and civilization codes of the nation development. The methodological approaches to development of a new model of neo-industrial social state with emphasizing different levels: global, national, local, individual are worked out; and the technique for estimation of factors and conditions of its development is proposed. The technique is tested on the example of Russia and Germany. The comparative analysis conducted has allowed to make the conclusion about similarity of target guidelines, initial conditions, problems and ways of their solving in these countries, that is to be considered both in a strategy and a policy of socio-economic development of these countries and by their international partnership.
