The necessity and nature of regional strategics is proved. It is shown that as the technological basis for the further development of energy systems at the regional level a combination of centralized and distributed systems of cogeneration of electricity and thermal energy can be taken. Features of economic criteria application in justifying decisions on the energy systems development in the region are considered. We propose some new principles and approaches to the management of energy development in the regions. These provisions may be included into the rationale of regional energy strategies and the choice of priorities and electric power development programs of industry of regions.

#3 / 2011 Category: INDUSTRY-SPECIFIC AND INTER-INDUSTRY-SPECIFIC COMPLEXESAs a result of structural reform of Russian railways, a host of agents that provide customers with loading resources, especially wagons for transport by railway. These processes reduce in efficiency of the car fleet, increasing transportation costs, shortage of cars for many customers, an increase of empty runs and, as a result, a depletion of a number of sections of the network carrying capacity at a reduced total volume of rail traffic. The article describes the reasons for this situation due to the mismatch occurred heterogeneity of rolling stock to existing planning conditions and tariffs. It is also shown that the inefficiency of decentralized car fleet contributes to the predominance of tree-type network, and the importance of this factor in the new environment has increased substantially. To ensure the efficient operation of rail transport as a systemic industry, providing mass-haul transport, it is proposed for integration into a regional logistics. Freight terminals regional logistics transportation and distribution system (RLTRS) is appropriate to create on the basis of major freight railway stations. Thus, the adaptation of planning car traffic volume and train formation to modern standards, the establishment of tariff incentives and long-term changes in network configuration are considered as a prerequisite for the transformation of local transport and technological systems on the network of Russian railways into the integrated transport and logistics systems.

#4 / 2011 Category: MODERNIZATION OF REGIONAL AGROFOOD MARKETSIn this paper, the features of Sverdlovsk region to ensure grain products are reviewed. The dependence of the agricultural sector and the conditions of its transport and logistics are substantiated. It is proven that transport and logistics services have the greatest impact not on harvest and on its processing and storage. The choice of transport and logistics service strategy for enterprises of agriculture depends on productivity, prices for grain and its products and the financial condition of the producer. From the calculations made in the paper it is visible that rail transport has a significant — more than double — advantage over the automobile transport on unit costs for carriage in bulk grain cargo, but, for some reason, road transport is beginning to occupy an increasing share in the carriage of grain cargoes. Based on comparative analysis of costs to import grain cargo using various transport modes, recommendations for improvement of transport and logistics infrastructure are made, as well as measures for improving the payments system between producers, processors and transporters are suggested.

#4 / 2013 Category: MODERN TOOLS OF ANALYSIS AND MANAGEMENT OF ECONOMIC PROCESSESThe dependence of logistics on mineral fuel is a stable tendency of regions development, though when making strategic plans of logistics in the regions, it is necessary to provide the alternative possibilities of power-supply sources change together with population density, transport infrastructure peculiarities, and demographic changes forecast. On the example of timber processing complex of the Sverdlovsk region, the authors suggest the algorithm of decision of the optimal logistics infrastructure allocation. The problem of regional railway network organization at the stage of slow transition from the prolonged stagnation to the new development is carried out. The transport networks’ configurations of countries on the Pacific Rim, which successfully developed nowadays, are analyzed. The authors offer some results of regional transport network simulation on the basis of artificial intelligence method. These methods let to solve the task with incomplete data. The ways of the transport network improvement in the Sverdlovsk region are offered.

#4 / 2014 Category: BRANCH AND INTER-BRANCH COMPLEXESIn the article, some results of modeling of regional transport network on the basis of the model of its hypergraph are presented. That allows to formalize the large volume of diverse data in the conditions of their incompleteness and stand as an allocation and solution of transport and logistic tasks for space of the whole region. The method of multiobjective optimization, realized according to the principle of dual management on the basis of the hypergraph and its clustering, gives the option to reason and range the segments of network according to both the criterion of fitting of infrastructure condition to the target indicators of the realized strategy of region’s development, and the return influence of transport infrastructure on development of region’s economy. Usually, for the transport tasks solved by the hypergraph theory, the static statement is used, the algorithm of dual management applied by the authors allows to solve a problem of the network optimization in dynamics of initial information. Approbation of the offered method is carried out on the example of Sverdlovsk region. The network is analyzed on the compliance with the most probable scenario set in the program and strategic documents. The conclusion according to the results made about the priority development paths connecting development areas and the transport network clusters corresponding to them.
