#2 / 2012 Category: OPINIONS AND ASSESSMENTSAuthor Kotlyarova S. N.,This paper deals with the problems of legal regulation of cluster development in the Russian Federation at the regional level. Basic regulations governing the formation and development of clusters were put in a system. It is concluded that own regulatory regions, and regions using mainly general federal approach to the formation of cluster policy are poorly developed. The practice of clustering of the Russian Federation was generalized. Prerequisites for the formation of clusters in the regions and their subsequent development were identified. A comparison of approaches to the formation of cluster policy in the Russian Federation was made, particularities in the areas of the clusters were highlighted and the types of state support for their formation were determined. The basic reasons for the development of regional clusters are: construction of the type of dominant firms, mutual cooperation of cluster members, active support from government and regional authorities (public-private partnerships and personal involvement of management in the region) and bottom-up approach.

The problems and prospects of the investment and construction of the complex in the form of a cluster as an example of the Sverdlovsk region is considered. The main threats to the development of the construction of the complex are systematized the preconditions of building cluster in the Sverdlovsk region are defined. Growth factors that stimulate the development of the construction cluster Sverdlovsk region as a whole and its individual segments are defined. The algorithm for building a cluster of Sverdlovsk region, based on the analysis of the region's readiness to form a cluster, potential actors, infrastructure and functioning of the cluster. Highlighted the strengths and weaknesses of the construction cluster Sverdlovsk region. The possible advantages of the construction cluster formation from the standpoint of a particular region of the construction industry and the individual participant are formulated.

#3 / 2013 Category: NEW RESEARCHES ON THE ECONOMY OF REGIONThe article investigates the characteristics of development and the territorial distribution of regional development institutions. The methodical approach to assessing the level of development of regional institutions taking into account the systemic nature and activity of territories in the creation and development of regional institutions is introduced. The results of evaluation of the development level of regional institutions have allowed to identify the regions using various institutions and instruments of development most actively in their territories (22 Federal subjects of Russia) and the regions where are no institutes for development (45 Federal subjects of Russia). Following parameters of performance evaluation of regional development institutions are offered: the indicators of intensity of innovation in production, performance intensity of innovation in society and the resulting performance of the dynamics of economic development. The results of evaluating the effectiveness of regional development institutions in the subjects of the Russian Federation are presented in the paper. The main problem of the formation of institutions and institutional environment in the regions of the Russian Federation due to the lack of unified science-based theoretical and methodological framework and the lack of integration links between science, business, education and government are defined.
