#4 / 2013 Category: MODERN TOOLS OF ANALYSIS AND MANAGEMENT OF ECONOMIC PROCESSESIn the article, the territorial consumer markets on the basis of the key characteristics’ analysis are considered: level of decentralization, subsidiarity to consumers of the certain territory, depending on the local conditions and industry specializations. A methodical approach to the classification of the territorial consumer markets (on the example of the municipal level markets), including steps of the use of classification signs revealing their features, factors and functionality are offered. Structural distortions between branch orientation of the municipality and the consumer market structure are revealed. That has allowed to allocate three types of «problems» in development of municipalities: the insufficient providing with nonfood goods of the territorial subdivisions having industrial specialization; low consumption of food products of municipalities with agricultural specialization; low retail trade turnover at the high level of paid services and areas of public food in territorial subdivisions with industrial specialization. Recommendations on the regulation of the consumer markets of the «problematic» municipalities of Chelyabinsk region on the basis of problem-targeted approach are submitted; its purposes and actions are specified depending on economic disproportions of the certain municipality.

#2 / 2014 Category: SOCIO-ECONOMIC PROBLEMS OF REGIONSCoordination of federal and regional actions of stabilization policy for heterogeneous economic areaThe purpose of this article is to discuss conceptual approaches to the development of stabilization policy in federal countries. In this article, the authors have justified the need for a regional component in the mechanism of the domestic price level stabilization policy and systemized relevant factors that have a significant impact on the spatial outcome of stabilization policy. The article proposes a method of determining the spatial zones of high, medium and low “susceptibility” to measures of stabilization policy center, and includes the following: 1) analysis of regional price manageability background; 2) sensitivity study of the regional banking system to a change in central bank policy; 3) elasticity analysis of the reaction of the population and business in the region to change the activity of the regional banking system. The authors have formulated the principles of coordination of actions between the federal center and the regions in the implementation of stabilization policies that allow to take into account differences between the regions in response to the changes made in federal policy. The paper has substantiated the system of performance indicators that measures anti-inflationary policy and also takes into account the heterogeneity of economic space of the Russian Federation in the context of the “direct” and “conjugate” effects on the central regions. Theoretical position application and output indicators, which are outlined in this article allow building a system of coordination and interaction between the federal center and the regions and thus ensuring the effectiveness of stabilization policies and non-inflationary development of Russia.

#3 / 2015 Category: REGIONAL SOCIAL AND ECONOMIC PROBLEMSThe article analyzes the processes of the social sphere and the effective operation of social infrastructure in order to improve the quality of life of the population in the Russian regions. Particular attention is paid to the role of the organizational and managerial component affecting usage performance of infrastructure objects and including regulation of the institutions of social infrastructure, planning and software. The purpose of the study is to evaluate the effectiveness of management of social infrastructure through the conjugation of immediate results (the dynamics of indicators of social services) and outcomes (parameters of the quality of life of the population). The hypothesis of the study was the violation of the principle of infra-systematicity in the infrastructural support of the improvement of the quality of life in the Russian regions, due to the lack of effectiveness of public administration. In the study, the following methodological approaches are used: structural, factoral, systematic and evolutionary approaches to justify the conception, develop methodology and determine the impact of changes in the parameters of social infrastructure availability for the provided services, shifts in indexes of quality of life. The paper proposes the quantitative evaluation of the effectiveness of organizational management based on the diagnosis of the adequacy of the implementation of the principle of infra-systematicity in the functioning of social infrastructure on the basis of the elasticity coefficient. The proposed approach and the received analytical data on health, education, commerce, housing, culture and sport fields have allowed to range the regions of the Ural Federal District and highlight the areas of insufficient effectiveness of the organizational and management tool for improvement of life quality. The findings of the research may serve as a core for practical recommendations for executive bodies of administrative units of the Russian Federation and adjustment of socio-economic policy.
