S.,This paper presents the analysis of essence of territory and definition of prospects of its development; it is offered to use the new tool of the decision of tasks of an estimation of the come to pass socio economic transformations and objective vision of the future, which is named as a method of self-identification of territory. It consists in an identification of the current image and establishment of its communication with the previous image made in features of labour, intellectual, moral, industrial and other potential. The territory with the help of a method of self-identification carries out self-recognition itself on the basis of connection in a single unit of information resources last, present and future development. The self-identification of territory is the phenomenon continuous. It is capable not only to react to calls of time, but also to provide a scientific sight on processes of socio economic transformation of territory both from the past in the present, and from the present in the future. On the basis of application of a method of self-identification the comparative analysis of development of branches of Sverdlovsk area is given.

S.,The paper shows that the traditional outlook on development of territories as the process of alignment of their socio-economic development with the help of external influences should be advanced and replaced by a new vision. The purpose of the work is the definition of the basic rules of the concept of vital stability of territories. The creation by the local population of the riches and well being by expansion of manufacturing industry on the basis of the use of intelligence — technological and moral — ethical factors are shown as the basic contents of the offered concept. A consequence of such approach is the growing feedback of made expenses, as technologically completed production will be realized but not raw material or semi-finished item. Only the differentiation industrial development of the territory is capable to deduce it from a condition of poverty and depression. The understanding of development of the territory as creation of conditions for growth of people’s wellbeing and formation of a man as a person is opened. The accent of the attention on the promotion of a man not only as the purpose of transformation of territory, but also as the factor of its safe development through an increase of his or her intellectual and spiritual levels is made. The measures and instruction on innovation to the strengthening of vital stability of territories are offered. The separate results of research were used at the prolongation of the Plan for strategic development of Yekaterinburg up to 2020. Authorities of territories at the formation of their development strategy can apply the new offered rules.

In the work, the analysis of the reasons restraining the development of local self-management through the development of the relations of a civil society is carried out, the approaches to the development of the successful model of development of municipalities are offered, the role of a program method of the budgets is shown, the initial principles of a substantiation of prospects of economic development of territories of municipal formations are revealed. The system of target indicators of strategic municipal development is offered. The problem of processing of household dust is considered as one of the essential projects in activity of municipalities. The following conclusion is made: use of strategic planning (the creation of the document of the public consent) and program (program-design) method will ensure complex development of territories of the municipalities and development of the relations of a civil society.

S.,In the article is shown that the socio-economic development of regions is exposed to influence of external and internal economic threats more actively. The regional factors determining constraining influence on growing economic threats are revealed. In the work, the analysis of the condition of the industry, agriculture, housing construction for the period 1990-2013 years is carried out; the positive and negative aspects of economic development of Middle Ural are shown. The necessity of activation of scientific and technical activity for development of high-efficiency workplaces and translation of the region on an innovation way of development is proved. The measures of counteraction to increasing economic threats in territory of the Sverdlovsk region in 2014-2015 years are offered. The offer on the necessity to consider public works as a system of measures together with the drawings, other technical and design documents, and also appropriate feasibility reports are suggested. The conclusion about the importance of development in the country a new model of economic development for maintenance of effective counteraction to economic threats is made.

S.,In the article, the hypothesis that the modern industrial-technological process causes complication of socio-economic space and conducts to amplification its integrity, which, in turn, causes the need for the coordinated and balanced development, is proved. The process of complication of economic space is revealed as a result of number growth of communications caused by creation of the enterprises and organizations, by the change of structure of manufacture and increase of an educational level of the population. The characteristics of a new quality of economic space are given. The factors of the coordinated and balanced development of territories are allocated. The contents «a commercial combination» is shown. The necessity of transition to the system innovation thinking in conditions of becoming complicated economic space is proved. The idea of use «rebalancing of the economy « as a new vision of equation in conditions of crisis situations is offered. The conclusion is made that the result of theoretical and practical searches should become formation vital stability of development of territories, which is provided with intelligence — technological and moral — ethical level of the population, living on it.

S.,The paper discloses the understanding of new reality (normality) for Russia that consists in the strengthening of the role of a man-personality and in the expansion of the economic autonomy of the territories in their interaction with the federal center. The rationale is based on a hypothesis according to which in the conditions of new reality, the increase of the well-being of the population and the overcoming of economic inequality between the territories are provided by the expansion of their economic independence as it leads to the increase of their intellectual, engineering and manufacturing potential. In the research, the author used the basic concepts of the classical economic theory, the theory of behavioural economics, interdisciplinary approach and statistical grouping method. The dynamics of the economic independence of the territories, which is manifested in the decrease in a number of donor regions and the socio-economic dividing of the territories, is shown. The assumption is proved that the consequences of the territorial stratification are the restraining of the growth of their socio-economic development and possibility probable emergence of «regional peripheral economy» with the property of the dependence of the periphery on the center, the decrease in a local initiative, the inhibition of technological development. The need to use the social psychology of the population, the psychological sets of economic development, «the second invisible hand of the market» and soft power to overcome the «regional peripheral economy» is revealed. The result of the research is the proof that the expansion of the economic independence of the territories is not only the increase of the self-isolation of regions and municipalities, but also the need to save the considerable part of the income from the production of goods and services created by the local population under control of the regional and municipal authorities and direct it to the increase of the well-being of the population of the territory. The idea of creating the legal document to provide and strengthen the economic independence of territories is offered; the suggestions on the principles of its contents and structuring are stated.
