#1 / 2012 Category: INDUSTRY-SPECIFIC AND INTER-INDUSTRY-SPECIFIC COMPLEXESThis paper reveals the contents of the category of «regional industry-specific shift» by which, unlike existing treatments, a qualitative change in the sectoral structure of the region, leading to increase or decrease of its production specialization is meant. A methodical approach is proposed for the delineation of the categories of «regional industry shift» and «regional industrial change», based on the use of criterion interval averages of industry changes. This indicator reflects the transition «to regional industry changes» in the «regional industry shift». A method for evaluation of regional industrial structure and typology of Russian regions, depending on changes in industrial specialization, was elaborated. The paper presents the criteria of monospecialization and polyspecialization of the region, using which the subjects of the Russian Federation and distributed to monospecialized and polyspecialized. A comparison of monospecialized and polyspecialized regions validated the dependence of economic development entities of the Russian Federation on the territory of the diversified industrial structure. An innovation is the author's proposal for the development of measures of structural policy in the monospecialized regions of Russia, differentiated according to the identified trends in the manufacturing field in the region.

#4 / 2012 Category: «PROBLEMS AND PROSPECTS OF SOCIOCULTURAL AND ECONOMIC INTERACTION OF MEMBER COUNTRIES AND PARTICIPANTS OF SCO» (BASED ON THE PROCEEDINGS OF THE THIRD INTERNATIONAL CONFERENCE)The article concerns modern state and development of migration processes in SCO member states. As a main method of research statistical analysis was applied. The article shows that migration streams between SCO member states are rather intensive, and the problem of labor migration becomes more and more urgent. The countries of consuming and supplying of labour force are clearly differentiated in the region. For some countries, labor export is the key sector of economy. At the same time, interstate relations between SCO member states sometimes are rather disputed. The most urgent factors causing the development of migration processes in the region were determined. Among them, the factor of growing outflows from China is especially noted. It is noted that migration processes are discussed by SCO member states nowadays in terms of illegal migration and international criminality connected with it. It means that the question of labor migration is a real problem. It is indicated that the creation of a specific joint commission on migration policy affiliated with the Council of Foreign Ministers of SCO member states is the necessary condition of effective interaction in migration questions within the framework of Shanghai Cooperation Organization.

#1 / 2013 Category: NEW RESEARCH RELATED TO REGIONAL ECONOMYIn this article, the maintenance of the various points of view on a category «the structural policy» is revealed. The sight of authors of the article is reflected: the structural policy is understood as a subsystem of a social and economic policy of the state, called to carry out function managing by development of branches of the economy together with private business, distributions of financial resources between sectors, control over use of the given money resources with a view of, actual for a certain historical stage, by use of administrative, standard and financial tools of regulation. The methodological basis of a structural policy is defined, functions with that end in view reveal, the target system, subjects and objects, and also are specified principles and classification of tools of a structural policy. By sight authors, regional branch shifts which promote progressive changes of branch structure of a region in directions of formation V and VI technological ways, increase of a diversification of manufacture by stimulation of innovative changes should become a target reference point of a structural policy. The most sensitive to tactical both technological fluctuations and vulnerable in the economic plan are monospecialized regions. In this connection, the technique of carrying out of a structural policy in monospecialized subjects of the Russian Federation taking into account shifts in branches of their industrial specializations is offered.

#4 / 2013 Category: MODERN TOOLS OF ANALYSIS AND MANAGEMENT OF ECONOMIC PROCESSESIn the article, the territorial consumer markets on the basis of the key characteristics’ analysis are considered: level of decentralization, subsidiarity to consumers of the certain territory, depending on the local conditions and industry specializations. A methodical approach to the classification of the territorial consumer markets (on the example of the municipal level markets), including steps of the use of classification signs revealing their features, factors and functionality are offered. Structural distortions between branch orientation of the municipality and the consumer market structure are revealed. That has allowed to allocate three types of «problems» in development of municipalities: the insufficient providing with nonfood goods of the territorial subdivisions having industrial specialization; low consumption of food products of municipalities with agricultural specialization; low retail trade turnover at the high level of paid services and areas of public food in territorial subdivisions with industrial specialization. Recommendations on the regulation of the consumer markets of the «problematic» municipalities of Chelyabinsk region on the basis of problem-targeted approach are submitted; its purposes and actions are specified depending on economic disproportions of the certain municipality.

#3 / 2015 Category: REGIONAL SOCIAL AND ECONOMIC PROBLEMSThe article analyzes the processes of the social sphere and the effective operation of social infrastructure in order to improve the quality of life of the population in the Russian regions. Particular attention is paid to the role of the organizational and managerial component affecting usage performance of infrastructure objects and including regulation of the institutions of social infrastructure, planning and software. The purpose of the study is to evaluate the effectiveness of management of social infrastructure through the conjugation of immediate results (the dynamics of indicators of social services) and outcomes (parameters of the quality of life of the population). The hypothesis of the study was the violation of the principle of infra-systematicity in the infrastructural support of the improvement of the quality of life in the Russian regions, due to the lack of effectiveness of public administration. In the study, the following methodological approaches are used: structural, factoral, systematic and evolutionary approaches to justify the conception, develop methodology and determine the impact of changes in the parameters of social infrastructure availability for the provided services, shifts in indexes of quality of life. The paper proposes the quantitative evaluation of the effectiveness of organizational management based on the diagnosis of the adequacy of the implementation of the principle of infra-systematicity in the functioning of social infrastructure on the basis of the elasticity coefficient. The proposed approach and the received analytical data on health, education, commerce, housing, culture and sport fields have allowed to range the regions of the Ural Federal District and highlight the areas of insufficient effectiveness of the organizational and management tool for improvement of life quality. The findings of the research may serve as a core for practical recommendations for executive bodies of administrative units of the Russian Federation and adjustment of socio-economic policy.
